CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />JULY 20, 2009 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />Emergency Management -Public Safety Training Facility Master Plan - <br />Selection of Architectural Firm & Contract Approval <br />BRIEF SUMMARY: <br />Request for Qualifications (RFQs) were solicited and 10 responses were <br />received April 9, 2009 for an Architectural Firm for the development of the <br />Public Safety Training Facility Master Plan. A selection committee was <br />'s <br />assembled to select three firms to participate in oral interviews. <br />The selection committee was comprised of: Mike Downs, Deputy County <br />Manager; Paul Hunt, Sheriff's Office; Kyle Bilafer, General Services; <br />Sherri Barnhardt, Finance; Bobby Smith, Emergency Management; David <br />Hampton, EMS; Jason Burnett, Fire Marshal's Office; Roger McDaniel, <br />RCCC; and Tim Foley, RCCC. <br />Three firms were selected and oral interviews were conducted on May <br />18th, 2009 with Stewart Cooper Newell, Morris-Berg, and <br />Mesally. The selection committee recommends hiring Stewart Cooper <br />Newell to provide services outlined in the RFQ. The consulting services <br />include the evaluation of one site for the facility; the former Bethel School <br />property is the recommended location for evaluation. <br />Funds for this project from the FY 09 budget should be reappropriated to <br />the FY 10 budget. <br />REQUESTED ACTION: <br />Motion to approve the selection of the architectural firm, Stewart Cooper <br />and Newell to prepare the Public Safety Training Facility Master Plan; <br />authorize staff to negotiate a contract between Cabarrus County and <br />Stewart Cooper and Newell, and authorize the County Manager to <br />execute the contract, subject to revision b~ t~e County Attorney.
