A railroad tie dump was observed on the adjoining Norfolk Southern right of way. The railroad <br />ties have been treated with creosote. <br />1 One aboveground storage tank (AST} was observed on one of the western adjoining properties. Several <br />drums were observed behind a storage building of one of the western adjoining properties. <br />9.0 OPINIONS <br />On-Site Opinions: Based on the information gathered from EPA Docket # OPP-2003-0248, it is our <br />~~ opinion that the guard rail ties should be removed from fhe subject site. No other debris observed on the <br />subject site is considered a recognized environmental condition. . <br />O mite O inions: The AST and drums are not considered recognized environmental conditions because <br />no indications of hazardous substances or petroleum products released onto the subject site were <br />observed. <br />~! Based on the information gathered from EPA Docket # OPP-2003-0248, it is our opinion that fhe railroad <br />I ties should be removed from the railroad right of way adjoining the subject site. <br />10.0 CONCLUSIONS <br />CESI has performed a Phase 1 ESA in conformance with the scope and limitations of the <br />-~ ASTM E 1527-05 for a portion of Cabarrus County parcel number 5544636383 and al[ of parcel numbers <br />5544646749 and 5544724095. The subject site is located near the intersection of Wallace Road and <br />Highway 601 in Midland, North Carolina. Any exceptions to, or deletions from, this practice are described <br />in Section 2.4 of this report. <br />This assessment revealed no evidence of recognized environmenaa! conditions in connection <br />with the subject site. <br />• 11.0 DEVIATIONS <br />CESI has endeavored to perfom~ this Phase 1 ESA in substantial conformance with the scope and <br />limitations of ASTM Standard Practice E 1527-05.
