ATTACHMENT A <br />SCOPE OF SERVECES <br />PROTECT DESCRIPTION <br />The project consists of development of a Park Master Plan fora 190 +/- tract of land owned by Cabarrus <br />County. Scope of services include: site design, engineering, state and federal grant application and <br />submission, permits, construction administration, site plans, and all aspects for the development and <br />construction of the new park. <br />1. SCOPE OF SERVICES <br />Research and Analysis Phase <br />CONSULTANT will prepare a base map from a survey to include boundary, topographic, easements, <br />existing utilities, and tree information, as acquired by CONSULTANT'S forces, through the OWNER, <br />and/or from publicly available sources. <br />CONSULTANT will study the site to understand the following issues: <br />• Circulation, site access, traffic and roads. <br />• Hydrology including surface water and runoff, erosion potential, and the property's location in the <br />watershed. <br />• Wetlands and water bodies, both existing and potential. <br />• Topography and slopes. <br />• Irrigation water sources. <br />• Existing soils and vegetation. <br />• Existing utilities and plans for future utilities. <br />• Existing buildings. <br />• Existing materials. <br />• Climate and growing conditions. <br />• Views. <br />• Existing site features to protect and remain. <br />CONSULTANT will assess adjacent properties for their impact on the site, review government policies that <br />might affect the planning process. CONSULTANT will coordinate with architecture, sports fields, <br />environmental and geotechnical subconsultants as necessary to assess the issues outlined above. <br />CONSULTANT will assemble all the information and prepare a site analysis plan that evaluates the key <br />issues on the site in preparation for the meeting with the Park Planning Committee to solicit information on <br />its vision, goals and ideas for the park. This information will begin to develop into a "Program" for the <br />park, e.g. what facilities and amenities will be needed to bring your vision into reality. CONSULTANT will <br />discuss potentia[ audiences, and determine how many and whom you want to serve so that <br />CONSULTANT may plan accordingly. <br />The information derived from the above meeting, coupled with the already completed Livable Community <br />Blueprint for Cabarrus County, will be utilized to prepare a refined survey/questionnaire that speaks <br />specifically to this property. This communication piece will then be released to the public for comment <br />and responses.
