It wauld be determined at the above meeting how the survey/questionnaires would be best <br />made available to the public, e.g. websites, newspaper, radio, and/or at the public meeting. <br />CONSULTANT will then meet with representatives of the broader community to get a better <br />understanding of what is happening in the region, what the needs of the community are, and how the park <br />can best serve the region. CONSULTANT will also solicit ideas about what will make this park distinctive <br />while maintaining its broad appeal. Should the survey/questionnaire be available to the public prior to this <br />meeting, CONSULTANT will review the results at this meeting. CONSULTANT will begin drafting a <br />program to meet OWNER's goals and incorporate the results of the survey/questionnaire. CONSULTANT <br />will develop a theme for the parkas it emerges and takes shape from the brainstorming sessions with the <br />different groups. <br />From this CONSULTANT will develop a family of uses and amenities to serve OWNER's goals, the <br />community's goals and develop the park's theme. CONSULTANT will determine what kinds of facilities <br />the OWNER will need and their components, such as parking, buildings and maintenance, and how big <br />they should be to support OWNER goals and objectives. The vision, goals and objectives, theme, facilities, <br />uses and amenities will be compiled into a draft program. <br />CONSULTANT will assemble, where needed, a series of conceptual images of certain site amenities to <br />illustrate the program elements. <br />Products of the Research andAnalysis Phase: a site analysis plan and a written program with conceptual <br />images. CONSULTANT will attend two full days of meetings, and two site visits in this phase during <br />which; <br />• CONSULTANT will present the Site Analysis, Program and Synthesis Alternatives to the Park <br />Planning Committee, outlining their pros and cons, and evaluating with them their merit. <br />• CONSULTANT will then meet with representatives from the community to reveal/review the <br />results from the survey/questionnaire, and to da the same as above. <br />• CONSULTANT will meet with the Architect for a charrette to develop a visual concept for the <br />architecture for the park. <br />• CONSUTLANT will obtain the services of an Environmental SUSCONSULTANT to perform a <br />thorough site walk to become familiar with the location of wetlands, streams, threatened and/or <br />endangered species/communities. Indentify special communities so as to provide the greatest <br />potential for enhancement or for education to include in the master planning. Provide report of <br />findings. <br />Master Planning Phase <br />Conceptual Master Plan <br />After receipt of the Park Planning Committee's input, and input from the community, CONSULTANT will <br />design one Conceptual Master Plan, which may combine elements from several alternatives in a way that <br />best meets OWNER's needs and fits the site most sensitively. The Conceptual Master Plan will show <br />building footprints, major park features, and a series of bubbles for other facilities, linked together by <br />vehicular pedestrian and service circulation, all drawn to scale. <br />CONSULTANT will work with the Architects to begin to develop architectural concepts for the park's key <br />buildings. <br />A-2 <br />Cabarrus Co SE Park <br />Attachment number 3 <br />G-9 Page 532 of 627 <br />
