CONSULTANT will prepare preliminary Opinions of Probable Construction Costs, based on the <br />Conceptual Master Plan and ballpark numbers, and develop preliminary construction phasing <br />recommendations so that OWNER can better able to prioritize the park's development. <br />CONSULTANT wil! present the Conceptual Master Plan, preliminary costs, and phasing to the Park <br />Planning Committee. Once again, CONSULTANT will walk the site to verify the experiences the Plan has <br />to offer, its functionality, and spatial perception. <br />Products of the Conceptual Master Plan Phase: the Conceptual Master Plan, preliminary Opinions of <br />Probable Construction Costs, preliminary phasing plan, and building concepts. CONSULTANT will attend <br />one meeting with the Park Planning Committee and a site visit in one day. <br />CONSULTANT will obtain the services of an Architect to attend a kickoff meeting with the Park <br />Planning Committee, assist in developing the Program and survey/questionnaire to determine the <br />kinds of facilities needed. Preside over a charrette. Architect wil[ develop concepts for key <br />buildings and provide building footprints, prepare preliminary construction budgets. Attend one <br />daylong meeting with the Park Planning Committee to present the Conceptual Master Plan and <br />attend the site visit. <br />CONSULTANT will obtain the services of an Environmental SUBCONSULTANT to delineate 1 +/- <br />miles of stream and unknown acres of wetlands with accompanying documentation to be <br />submitted to the Army Corps of Engineers and NC Division of Water Quality to be used in the <br />permitting task to be performed in the design phase. <br />Provide a report of the Threatened and Endangered Species survey and visually observe locations <br />of infrastructure as they pertain to and impact the natural resources in the area. <br />Preliminary Master Plan <br />The next step in the Master Planning process is to develop the Conceptual Master Plan into an illustrative <br />Master Plan that incorporates comments from the Conceptual Master Plan and the site walk through. The <br />illustrative Master Plan shows the character of all the buildings, park and water features, shows rough <br />grading, and locates roads, paths, trails, parking and major utility lines and structures. <br />In this phase, the Architect will produce Master Plan level sketches of the buildings in plan and elevation. <br />CONSULTANT will refine the Opinions of Probable Construction Costs for each of the elements in the <br />Master Plan, and continue to refine phasing strategies. <br />CONSULTANT will present the. illustrative Master Plan and distribute the reports to the Park Planning <br />Committee and public stakeholders, as needed. <br />Products of the Preliminary Master Plan Phase: <br />• Ten preliminary Master Plan reports (photocopies). These will be black and white and include a <br />description of the Program, Site Analysis, Conceptual Master Plan and Preliminary Master Plan, but <br />no printed plans. The report will also include the preliminary Opinions of Probable Construction <br />Costs and Phasing strategies. <br />• Presentation boards of the rendered Preliminary Master Plan and Architectural drawings. <br />• CONSULTANT wi[I attend one meeting with the Park Planning Committee and public <br />stakeholders, one meeting with the municipal board, and one project reveal at a public event, such <br />as the Cabarrus County Fair September 11-19, 2009 providing the opportunity for final comments <br />on the Master Pian. <br />• Architect will produce sketches of four buildings in plan and elevation and provide presentation <br />boards of five building schematic drawings. <br />A-3 <br />Cabarrus Co SE Park <br />Attachment number 3 <br />G-9 Page 533 of 627 <br />
