region together to come up with constructive, best practice approaches to dealing with storm water. It <br />will include education, outreach, and other innovate ideas to manage storm water. Cabarrus pays $1,936 <br />for participation in the partnership. As a member of the Partnership, Cabarrus County received a <br />number of stormwater grate identification and Adopt-a-Stream supplies. The total value of <br />these supplies was $1290. Weekly stormwater related videos were aired on WCNC Channe136 <br />throughout the year. A number of these videos were made in Cabarrus County. <br />Coordinating Grant Funded Projects -Major grants coordinated by Centralina Planning staff <br />include: Centralina Clean Fuels Coalition (CCFC) which continues to work with public and <br />private stakeholders throughout the region to reduce dependence on petroleum and improve air <br />quality, and the Goose and Crooked Creek Local Watershed Plan which is funded by the NC <br />Ecosystem Enhancement Program and works sub-regionally to increase public awareness and <br />involvement in watershed and related issues. <br />• Regional Training- Training opportunities have included training in annexation, quasi judicial <br />decision making, and low impact development. Centralina continues to play a lead role in <br />providing planning training to both citizen boards and elected bodies throughout the region. <br />Cabarrus County staff and citizen planners attended training sessions that were held in <br />Kannapolis in February and in Mooresville in December. <br />• Regional Recd cling Working Group -This is a project established by the COG Board in August <br />2008. The group was created to study recycling in our nine county region including an <br />assessment of the "state" of recycling in our region, the economic, environmental and <br />sustainability impacts of recycling and best practices. <br />Regional Orthophotography Project 2009 -This is a project to coordinate the regional <br />procurement of aerial photography for the property tax revaluation process, a various planning <br />projects and E-911 services. Nine counties (covering 3,850 square miles) participated in 2005. <br />Collaboration and economies of scale, allowed COG to negotiate better pricing and leveraged <br />services and grant funding from federal and state resources. Cabarrus County has not opted to <br />participate in this2009-2010 Orthophotographyprnject. <br />• NC 3 Transportation/Land Use Study- Cabarrus County is one of four participating jurisdictions <br />(along with Kannapolis, Mooresville and Iredell County) working on a joint transportation/land <br />use study along NC 3 between Mooresville and Kannapolis. A draft of the study has been <br />written; a public forum on the Study was held early in 2008 with a second forum held on the <br />Study's recommendations in January 2009. <br />NC 73 Planning Council: Cabarrus County has been a member of the NC 73 Council of Planning <br />since its inception in 2004. The Council of Planning is a managing organization for the NC 73 <br />Corridor, and performs mapping and data analysis work, as well as acting as a general forum for <br />area planners, transportation engineers, and economic development professionals to jointly <br />comment on plans and projects that affect the corridor. The guiding document for the group is <br />the first of its kind NC 73 Transportation and Land Use Plan, which was adopted by Cabarrus <br />County.
