Cabarrus County Parks Commission <br />Minutes <br />July 16, 2009 <br />The Cabarrus County Parks Commission met on July 16, 2009 at 6:00 p.m. in the Multipurpose <br />Room on the second floor of the Cabarrus County Governmental Center, 65 Church St. , <br />Concord, NC. <br />The meeting was called to order by Chairman Howard Hurlocker and silent roll was taken. <br />Chairman Howard Hurlocker entertained a motion to accept the minutes from June 18, 2009 <br />meeting. A motion was made by Steve Sciascia to accept the minutes as presented. Jim Guess <br />seconded the motion and the motion carried unanimously. <br />Old Business <br />Matching Incentive Grant Applications -Howard Hurlocker <br />(1) Frank Dicesare presented the Rocky River Request for Hartsell Athletic Association. <br />Request for John Deere field maintenance equipment - Gator and Utility Trailer for <br />transport and storage. <br />Total Project - $14,911.37 County Share - $7,455.68 <br />(2) Lynn Neal, President of the R. Brown McAllister PTO presented the R. Brown <br />McAllister Elementary School request. Request for Picnic Tables, Water Fountain and <br />Shelter. <br />Total Project - $13,052.10 County Share - $6,526.05 <br />(3) Margaret Houston presented the Bethel Athletic Association in Kathy Kitts absence. <br />Request for update of fields and replace batting cages. <br />Total Project - $7,105.00 County Share - $3,552.50 <br />Jim Guess, Chair of the Property Committee, made a motion to recommend that all <br />three requests for grant funding be accepted for $17, 534.23 (second phrase) by the <br />Parks Commission and sent to the Cabarrus County Commissioners for their approval. <br />The motion was seconded by Andrea Palo and the motion carried unanimously. A <br />motion was made by Steve Sciascia to accept the Property Committee's <br />recommendation as presented. Jim Guess seconded the motion and the motion carried <br />unanimously. It was recommended by the Property Committee to return non- <br />requested funds ($17,761.03) back to County funds. <br />The Commission discussed several issues that need to be addressed in the next <br />Matching Incentive Grant program. Some suggestions were to split the funding in half <br />and set the deadlines for August and September. Jay White, Liaison with the Cabarrus <br />County Commissioners, suggested a form letter to be sent to all school principals stating <br />Attachment number 1 <br />Page 164 of 315 <br />F-8 <br />
