Section 12. Promotion <br />(a) Candidates for promotion shall be chosen on the basis of their qualifications, and work records <br />without regard to age, color, disability, national origin, political affiliation, race, religion, or sex. <br />(b) Vacancies in positions shall be filled as far as practicable by the promotion of current County <br />employees. <br />(c) If a current County employee is chosen for promotion, the department head shall forward the <br />employee's name to the Human Resources Director with classification and salary recommendations, <br />and reasons for the selection. After considering the department head's comments, the County <br />Manager shall make the appointment and determine the classification and starting salary. <br />Appointing authorities other than the County Manager shall forward the employee's name to the <br />Human Resources Director with classification and salary recommendations. <br />Section 13. Demotion <br />Any employee whose work in his present position is unsatisfactory, or whose personal conduct is <br />unsatisfactory, may be demoted, provided that the employee shows promise of becoming a satisfactory <br />employee in another position. Such a demotion shall follow the procedures outlined in Article VII, <br />Section 2. An employee may request a demotion on a strictly voluntary basis subject to approval of the <br />department head and County Manager. <br />Section 14. Transfer <br />If a vacancy occurs and an employee is eligible for a transfer and is selected, the department head wishing <br />to hire the employee shall request the transfer, which is subject to review by the Human Resources <br />Director and approval of the County Manager, except that appointing authorities other than the County <br />Manager shall make such appointments for their departments. Any employee involuntarily transferred <br />may appeal the action in accordance with the grievance procedures outlined in Article VIII. <br />Section 15. Emer~ency Augointment <br />An emergency appointment may be made when a situation exists requiring the services of an employee <br />before it is possible to identify a qualified applicant through the regular selection process. When it is <br />determined by the County Manager or appointing authority that an emergency appointment is necessary, <br />all other requirements for appointment will be waived. An emergency appointment may be made for a <br />period of up to 60 work days (consecutive or non-consecutive). Any one individual may not receive <br />successive emergency appointments with the same department or agency. At least three calendar months <br />must elapse before an individual may receive another emergency appointment. <br />Section 16. Employment Screening <br />Cabarrus County requires position appropriate pre-employment, promotion, and reassignment screenings <br />to include, credit, criminal, driving, drug, educational, and reference information.
