Article VI. Leaves of Absence <br />Section 1. Holidays <br />The following days and such other days as the Board of County Commissioners may designate are holidays <br />with paid leave (holiday leave) for employees and officers of the County working the basic work week of 40 <br />hours. <br />New Year's Day <br />Martin Luther King, Jr's Birthday <br />Good Friday <br />Memorial Day <br />Independence Day <br />Labor Day <br />Veteran's Day <br />Thanksgiving Day <br />Day after Thanksgiving Day <br />Christmas -two or three days <br />The County shall observe the same holiday observation schedule as the State of North Carolina for the above <br />holidays. <br />Employees assigned to EMS with a schedule of on duty 24 hours and off duty 48 hours shall have 123 hours off <br />per year in lieu of the regular holidays. Law enforcement officers working a 12 hour shift schedule shall have <br />92 hours off per year in lieu of the regular holidays. These hours maybe adjusted based on the number of <br />recognized holidays in a calendar year or for other reasons. They are normally provided in January as accrued <br />holiday leave to be used throughout the calendar year and do not carry over from year to year. Employees <br />receiving accrued holiday leave who separate from employment during the calendar year are credited with <br />holiday leave for holidays during employment only. Holiday leave taken for holidays not credited must be <br />reimbursed; it shall be deducted from the employee's final compensation or collected from them if not available <br />in their final compensation. <br />Holiday leave credited to full time, part time and temporary employees is based on the number of hours worked <br />during their normal schedule on the day of the week that the holiday or designated holiday falls, not to exceed <br />eight hours. (Exception: Intermittently scheduled employees or employees working as needed, usually part time <br />less than 1000 hours and temporary, are eligible for Holiday pay for the hours worked on the holiday not to <br />exceed eight hours). Full time and part time employees, not on paid leave, must work a full normally scheduled <br />workday before or after the holiday to be eligible for holiday leave. Temporary employees must work a full <br />normally scheduled workday before and after the holiday to be eligible for holiday leave. <br />Employees may wish to be away from work on a certain day for religious observances. Department heads <br />should attempt to arrange the work schedule so that an employee may be granted vacation leave if requested for <br />a religious observance. Vacation leave should be denied only when it would create an emergency condition <br />which cannot be prevented in any other manner. <br />Section 2. Effect of Holiday Work or Non-scheduled Days on Other Paid Leave <br />Regular holidays ornon-scheduled workdays which occur during an annual, sick or other paid leave period of <br />any officer or employee of the County shall not be charged as vacation, sick or other leave. <br />24 <br />F-5 <br />Attachment number 6 <br />Page 243 of 362 <br />
