c, <br />*On Sept. 30, 2002 Governor Mike Easley signed into law AN ACT TO MODIFY THE <br />CURRENT OPERATIONS APPROPRIATIONS ACT OF 2001 AND TO MAKE OTHER <br />CHANGES IN THE BUDGET OPERATION OF THE STATE. This new law established a plan <br />review fee under SECTION 29A.1fi. G..S. 130A-248 (f) that states "Any local health department <br />may charge a fee not to exceed two hundred dollars ($200.00) for plan review by that local <br />health department of plans for food establishments" <br />The Cabarrus- Health Alliance Board did approve a $200:00 plan review-fee for plan review <br />BUT Cabarrus Health Alliance has waived that fee for every school cafeteria built in <br />Cabarrus County since that date. Those schools where the fee was waived were: The <br />New Bethel Elementary (2004), Carl A Furr Elementary (2007), Charles E. Boger <br />Elementary (2007), Pitts School Road Elementary (2005), W.R. Odell Elementary (2007), <br />Hickory Ridge High School (2007), the new Cox Mlll High School (2009) and the new A.T. <br />Allen Elementary that is currently under construction. <br />*In 2006, the North Carolina General Assembly passed Session Law 2006-202, which requires <br />local health departments to initiate programs for permitting, inspection and testing of private <br />drinking water wells, These types of wells include (1) private wells that serve a single residence <br />and (2) transient non-community water supply wells that do not meet the definition of °public <br />water supply" in 15A NCAC 18C (i.e: restaurants, churches, schools, child care facilities, and <br />medical facilities).. The Cabarrus Health Alliance Board did approve a $325.00 fee that includes <br />the inspection and sampling of the wells; as part of this process each private drinking water well <br />is tested far total coliform bacteria and if present, further tested analyzed for the presence of <br />fecal coliform bacteria or E. coil, Arsenic, Barium, Cadmium, Chromium, Copper, Fluoride, <br />Lead, Iron, Magnesium, Manganese, Mercury, Nitrate, Nitrite, Selenium, Silver, Sodium, Zinc <br />and pH Cabarrus Health Alliance has waived that fee for' the permit and sampling of <br />three wells located at the Cabarrus County demolition landfill, Camp ~ N Spencer and the <br />incubator farm located off Atando Aoad. <br />*G,S. 130A-333 thru 130A-343 and Section 15A NCAC 18A .1900 are the laws and rules that <br />govern the treatment and disposal of domestic type sewage for on-site ground absorption <br />wastewater disposal systems. Activities within this program have established fees approved by <br />the Cabarrus Health Alliance Board: <br />In 2005 the Cabarrus Health Alliance waived the permit fee for the septic system that <br />serves the shop at the Cabarrus County Landfill (permit # 05-143)and in 2007 we waived <br />the septic tank permit fee for the septic system to serve the new scale house at the same <br />location (permit # 07-206). <br />In 2003 the Cabarrus Health Alliance waived the permit fee for the septic system that <br />serves the bathhouse for• the campgrounds located at Camp T.N. Spencer: In 2008 the <br />permi# fees were waived for the septic system that serves the new concession <br />stand/shower room for the remodeled pool.
