CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />SEPTEMBER 21, 2009 <br />6:30 P.M. <br />AGENDA CATEGORY: <br />Consent Agenda <br />SUBJECT: <br />Human Resources -Cabarrus County Personnel Ordinance Revision <br />BRIEF SUMMARY: <br />The current version of the Cabarrus County Personnel Ordinance was adopted <br />on February 1, 1998 with the last major revisions on October 27, 2003. Since <br />then changes in employment laws and court decisions have occurred that <br />impact employment policies. This is a request for the adoption of recommended <br />changes to the current ordinance and, if approved, will replace that document. <br />The proposed ordinance is a complete update. It includes changes in federal <br />and state laws, regulations, and rules. Also included are language and <br />organization changes to: <br />1. Provide consistency with other county policies and procedures; <br />2. Provide consistency with current employment law terminology; <br />3. Add language to provide clarification; and <br />4. Reorganize certain portions to make the ordinance more user-friendly. <br />There are two copies of the proposed document attached. The first is the current <br />Cabarrus County Personnel Ordinance; it includes deletions (red, line through <br />type) and additions (blue type) showing the recommended changes. The <br />second, Cabarrus County Personnel Ordinance -Proposed, is a copy of the first <br />with the proposed changes made for easier reading. <br />The proposed changes include the following items which reflect some significant <br />change to the current ordinance: <br />ART. 11.3. Provides County Manger authority to establish temporary positions in <br />certain circumstances. <br />ART. 111.2. Includes established policy for conducting salary studies. <br />F-5 Page 126 <br />
