a. An affidavit describing the portion of the work to be executed by minority <br />businesses, expressed as a percentage of the total contract amount; or, <br />b. Documentation of good faith efforts to meet the goal, including any <br />advertisements, solicitations, and evidence of other specific actions <br />demonstrating recruitment and selection of minority businesses for <br />participation in the contract. <br />lO.Administration, Enforcement, Reporting -The County is required to submit <br />reports on each building project to the Department of Administration. The <br />reports must include: <br />a. The verifiable percentage goal (Cabarrus County has established a <br />verifiable percentage goal of 10%) <br />b. The minority business utilization achieved, the good faith efforts guidelines <br />or rules used, and the documentation accepted by the County from the <br />successful bidder; and, <br />c. The utilization of minority businesses under the various construction <br />methods authorized under NC General Statute 143-128. <br />The subject reports must be prepared in the specific format determined by the <br />Department of Administration and submitted upon completion of each project. <br />II. INFORMAL BIDS ($5,000 - $499,999.99) <br />An informal bidding procedure may be used for construction or repair contracts <br />involving the expenditures of $5,000 or more, but less than $500,000. <br />Legal Requirements <br />The Statutes do not specify procedures for advertising and receiving informal bids <br />or require a specific number of bids before a contract can be awarded.
