1. Performance and payment bonds are required for each contract that <br />exceeds $50,000. <br />2. Contracts must be awarded to the "lowest responsible bidder, taking into <br />consideration quality, performance and the time specified for the <br />performance of the contract." <br />3. Minority participation should be solicited and efforts must be documented. <br />Upon completion of the project, a report must be submitted to the <br />Department of Administration, Office of Historically Underutilized <br />Business. The report must include the type of the project, total dollar <br />amount of the project, dollar value of minority business participation on <br />each project, and documentation of efforts to recruit minority participation. <br />III. Selection of Architect, Engineer or Surveyor <br />Pursuant to NC General Statute 133-1.1(a), plans and specifications for public <br />projects must be prepared by a registered architect or engineer when (1) new <br />construction or repairs involving major structural or foundation changes with <br />expenditures totaling $135,000 or more, (2) repairs not involving structural or <br />foundation changes with expenditures totaling $500,000 or more, and (3) work <br />affecting life safety systems when the expenditure is $100,000 or more. <br />Legal Requirements <br />Selection of a project designer; use of a registered architect or engineer is <br />governed by North Carolina General Statutes which states the following <br />requirements: <br />All requirements for architectural, engineering and surveying services <br />must be announced and obtained through a Request for Qualifications <br />(RFQ) process. <br />2. Selection of qualified firms to provide services must be on the basis of <br />demonstrated competence and qualifications for the type of professional <br />services required, without regard to the firm's fee, other than unit price <br />information. <br />3.
