1. Performance and payment bonds are required for each contract that exceeds $50,000. 2. Contracts must be awarded to the "lowest responsible bidder, taking into consideration quality, performance and the time specified for the performance of the contract." 3. Minority participation should be solicited and efforts must be documented. Upon completion of the project, a report must be submitted to the Department of Administration, Office of Historically Underutilized Business. The report must include the type of the project, total dollar amount of the project, dollar value of minority business participation on each project, and documentation of efforts to recruit minority participation. III. Selection of Architect, Engineer or Surveyor Pursuant to NC General Statute 133-1.1(a), plans and specifications for public projects must be prepared by a registered architect or engineer when (1) new construction or repairs involving major structural or foundation changes with expenditures totaling $135,000 or more, (2) repairs not involving structural or foundation changes with expenditures totaling $500,000 or more, and (3) work affecting life safety systems when the expenditure is $100,000 or more. Legal Requirements Selection of a project designer; use of a registered architect or engineer is governed by North Carolina General Statutes which states the following requirements: All requirements for architectural, engineering and surveying services must be announced and obtained through a Request for Qualifications (RFQ) process. 2. Selection of qualified firms to provide services must be on the basis of demonstrated competence and qualifications for the type of professional services required, without regard to the firm's fee, other than unit price information. 3.
