CABARRUS COUNTY <br />Cnunly Manger's Office <br />Risk Management Department <br />MEMO <br />Date: December 12. 200' <br />TO: Randy Daniels, Parks Suverintendent <br />CC: Londa Strong, Parks & Recreation Director <br />FROM: Tony Hams, Safety & Risk Manager <br />Re: Parks Ordinance Revision (Skateboard) <br />Currently, there is a language conflict between Section 50-11.5 of the Cabarrus <br />County Parks and Recreation Ordinance and Chapter 4ti-1.C of Cabarrus <br />County Ordinance pertaining to the use of skateboards. <br />Skateboarding has proven in the past to cause damage to County assets. It is <br />my recommendation in agreement with the information outlined in your letter <br />dated November 14, 2007 to the Cabamis County Parks Commission that <br />Section 50-11.5 of the Parks Ordinance is revised to align with Chapter45-1. C <br />of the Cabarrus County Ordinance which reads as follows: <br />"The use of skates, skateboards, etc., is prohibited in or about county <br />facilities and surrounding premises unless expressly permitted by formal <br />authority of the board of county commissioners or county manager." <br />Therefore the revised Cabarrus County Parks Ordinance Section 50-11.5 would <br />read: <br />"It shall be unlawful for any person to ride a bicycle, scooter, etc. of any <br />description, or operate or ride in or on any self propelled or motor <br />propelled mode of transportation without reasonable regard to the safety <br />of others. The use of skates, skateboards, etc., is prohibited in or about <br />facilities and surrounding premises unless expressly permitted by formal <br />authority of the Board of Commissioners or County Manager." <br />I further recommend that skateboarding be prohibited in Cabarrus County Parks <br />until a skateboarding facility is established in accordance with North Carolina <br />Statue. <br />G~~ <br />
