November 14, 2007 <br />To: Cabarrus County Parks Commission <br />From: Randy Daniels, Parks Superintendent <br />Re: Park Ordinance Revision <br />At our last meeting we discussed the issue of skateboarding in Cabamts County Parks. <br />Currently, we have the following in place. Cabatrus County Ordinance Regulating the <br />Use of County Parks, Section 50-11-5 reads: <br />"It shall be unlawful for any person to ride a bicycle, skate board, scooter, skates of any <br />description, etc., or operate or ride in or on any other self propelled or motor propelled <br />mode of transportation without reasonable regard to the safety of others. Bicycles, <br />skateboards, skates of any description, etc. are not permitted on tennis courts at any <br />tune." <br />This ordinance as it is worded now conflicts with Cabamts County Ordinances Chapter <br />46-1-C which reads: <br />"The use of skates, skateboards, etc., is prohibited in or about county facilities and <br />surrounding premises unless expressly permitted by formal authority of the board of <br />county commissioners or wunty manager." <br />I have met with Tony-Harris, Cabamts County Riak and Safety Officer and Kyle Bilafer, <br />General Services Director in reference to the danger, liability, and damage that <br />skateboarding wuld clause if permitted in County Parks. It is our recommendation that <br />skateboarding not be allowed in Cabarrus County Parks until a facility is constructed <br />specifically for that ackivity. We also recommend that the County Park Ordinance <br />Section 50-11-5 be revised to adhere to the Cabamta County Ordinance 46-1-C.
