Williford <br />Director Board Chair <br />DATE: 12-27-07 <br />TO: John Day, County Manager <br />FROM: John Eller, DSS Director <br />RE: Additional Funding and Positions in Child Day Care Unit <br />The Cabarrus County Partnership for Children Board of Directors has allocated reoccurring funds is the <br />amount of $21,476.00 for the remainder of FY08 to cover the costs of a Social Worker II and Accounting <br />Clerk IV in the DSS Child Day. Care Unit. The justification for this additional staff is twofold: <br />• The additional Social Worker II will increase the responsiveness to applications for child care <br />assistance, reduction in caseload sizes, reduction in wait times, as well as the ability to provide <br />additional and more comprehensive services to customers. <br />• .The additional Accounting Clerk IV will improve the timeliness and accuracy of payments to child <br />care providers. Presently, with one accounting clerk managing the Reimbursement Report, it is <br />usually the 3rd week in the month before providers are able to be paid for their prior month's <br />services. This person will provide aback-up for the present clerk; and assist with processing <br />vouchers and documenting absences to provide faster checking of monthly attendance sheets. <br />To further clarify the significant amount of activity for 4 child care staff to manage, we are sharing the <br />following with you, for the period 1-1-07 through 11-30-07: <br />Workload Activity <br />Monthly AveragelWorker <br />Annual Total 4 workers 5 workers <br />Number of active cases in November, 2007 949 237 -190 <br />A lications for child care subsid 1,119 26 20 <br />Terminations of child care subsid 604 14 11 <br />Review letters sent out 734 17 13 <br />Annual reviews com leted 393 9 7 <br />uarterl reviews com leted 315 7 6 <br />Updates and other casework changes (changing of <br />roviders, income Chan a move, etc. <br />6,490 <br />148 <br />118 <br />Da Care unittele hone calls 14,179 322 258 <br />The Partnership Board of Directors has indicated that this will be ongoing and these positions will be <br />continued as long as there is a need.
