November 2, 2007 <br />Proposal <br />To: Cabarrus County ITS and E-911 Addressing <br />From: Martha Wells, Director of Consulting Services <br />Sara Yurman, Director of Information Services <br />Subject: Phase 2 Proposal for Addressing Program <br />Background <br />Based on the additional work conducted by Spatial Focus on Cabarrus County's addresses, <br />and general GIS/ITS environment as related to the addressing process, Cabarrus County's <br />ITS Department and E-911 Coordinator have requested a proposal for continuing assistance <br />from Spatial Focus, Inc. It is anticipated that some of this work will require interns or other <br />temporary personnel retained by the County to support the efforts. Day-to-day supervision of <br />these personnel would be supported by the Addressing Coordinator. <br />Task Plan <br />The task plan is divided into two phases. This is due to the level of uncertainty about the <br />work necessary for some tasks at this point in time. For example, it is expected that there will <br />be some improvement needed to the centerline and parcel base layers. However, until the <br />work is done to evaluate this, the methodology for making those improvements and the cost <br />of that work is very difficult to estimate. <br />Phase I focuses on quantification and improvement of the quality of addresses, and <br />documenting and implementing improvements in address assignment and maintenance <br />processes.
