TASK 2 -AIRSPACE ANALYSIS <br />An airspace analysis will be performed to monitor waste disposal in the permitted C&D Landfill <br />disposal area. The purpose of the monitoring is to track remaining airspace, equivalent tonnage <br />capacity, waste density, and life expectancy of the facility based on tonnages received. The scope <br />and cost is based on the assumption that the County will provide CDM with an updated <br />topographic survey of the active C&D Landfill area along with scale house records representing <br />the tonnages of C&D waste disposed of up through the date of the survey. <br />CDM will calculate the volume between the current waste surface and the landfill base grades to <br />determine the total airspace volume used versus the. airspace remaining. Using the calculated <br />airspace volume and the scale house tonnage records, CDM will determine the County's airspace <br />utilization or in-place waste density, as well as the projected life expectancy given the current rate <br />of waste disposal. CDM has been notified that as of February 1, 2008, an increased tipping fee will <br />be in place. It is understood that the increased tipping fee has been implemented in part to reduce <br />the waste stream and thereby extend the life expectancy of the currently permitted C&D Landfill <br />expansion area. This will be factored into the airspace analysis performed under this task. <br />Using this information, along with the above calculations, CDM will analyze the County's current <br />disposal efficiency and projected disposal rates to determine the approximate remaining life of the <br />current expansion area. This information will then be compared to the anticipated time frame to <br />have the next expansion area permitted to determine if there will be an overlap in time or a gap in <br />time during which permitted disposal may not be available. <br />CDM will also take into account the projected tonnages that the State is allowing the County to <br />place C&D waste in the existing C&D Landfill, slated for closure. <br />Please note that survey costs are not included under this task. It is requested under this task that <br />the County be responsible for survey costs, review deliverables in a timely manner and provide <br />CDM with the necessary waste disposal records. CADD services and reproduction costs are <br />included under this task. Repeat airspace analyses to be performed at a yet to be determined <br />frequency are. recommended but not included under this task. <br />TASK 3 -LANDFILL 404/401 PERMITTING <br />Expansion of the existing C&D landfill will impact two ponds and an area containing streams and <br />wetlands. Section 404 of the Clean Water Act authorizes the US Army Corps of Engineers <br />(USAGE) to regulate the discharge of dredged or fill material into waters of the US, including <br />wetlands. Applicants for permits must demonstrate with a thorough alternatives analysis that <br />there are no practical alternatives that will avoid adverse impacts to waters of the US. Impacts <br />that cannot be avoided must be min;mi~ed. USAGE can permit only the least environmentally <br />damaging practicable alternative: Mitigation is required to compensate for these unavoidable <br />impacts. Similarly, Section 401 of the Clean Water Act authorizes the states to issue a 401 Water <br />Quality Certification for projects that require a Section 404 permit. By issuing a 401 Water Quality <br />Certification, the state verifies that a project will not degrade waters of the state or otherwise <br />violate water quality standards. <br />Page 3 of 6 <br /> <br />
