MEMORANDUM To: Cabaxrus County Board of Commissioners From: Kassie Goodson Watts/Planner Subject: Reservation of Capacity and Capacity Schedule for Burnt Mill Date: 2/27/2008 Burnt Mill Development, LLC, (1980 Highway 73 East, Concord, reservation of capacity fox Burnt Mill Subdivision, which consists of 25 on +/- 40 acres located at the intersection of NC Highway 7 unincorporated Cabaxxus County. School Capacity Review NC 28025) is requesting a single-family residential lots 3 and Cxestmont Road in Burnt Mill subdivision will produce 14 students. The schools impacted by the subdivision axe W.M. Irvin Elementary School, Concord Middle School and Concord High School. The county's capital improvements plan (CIP) includes construction of an A.T. Allen Elementary replacement in 2009. Adequacy Determination As illustrated above, adequate school capacity does not exist currently, however it does exist for this subdivision at the two year and five year review levels. (Note that according to Section 15-11, Number 4, of the APFO, "...future available capacity must be "...equal to ox greater than the projected enrollment that will be produced by the proposed development for all school types," not just one or two.) Recommendation In view of the adequacy determination based on Chapter 15 of the Cabaxxus County Zoning Ordinance, staff recommends that this application Eox a reservation of capacity be approved with G-~
