Fishertown Utilities Plan <br />Background <br />Fishertown is a local neighborhood of 295 housing units just outside the city limits of <br />Kannapolis. For years, some members of this community have been requesting water and <br />sewer utility service. During the late 1980s and early 1990s, Cabarrus County received a <br />grant and extended water and sewer to roughly 28 percent of the homes in the <br />community. <br />When the County turned over water and sewer to Concord and Kannapolis, it left an <br />unincorporated area partially served with utilities. <br />According to the Cabarrus County Health Department, it is not aware of any failing <br />septic systems in the area. <br />The cost to Kannapolis to acquire right-of--way, design and construct water and sewer <br />lines is approximately $6.5 million. If annexed into the city, Fishertown will provide an <br />additional $247,728.11 in property tax revenues and create new expenses (solid waste, <br />storm water, public safety, etc) of $231,469.86. The debt service to the City is estimated <br />at $605,240. These are best case scenario figures. <br />If Kannapolis annexed Fishertown, then the community would be put on the list for water <br />and sewer connections. However, there are other neighborhoods and areas that have been <br />in the city and paying property taxes that aze also on that list awaiting utility services. <br />These neighborhoods include Mountain Vine, Dovefield, Hawks Nest, and Copper Creek. <br />Extending Utilities <br />Beginning in January, the City of Kannapolis will work with the Fishertown Community <br />to explore annexation and extending water and sewer. In order to make the extension of <br />water and sewer a viable option for the City from a budget and revenue standpoint, <br />residents of Fishertown will need to be annexed into the City. <br />Additionally, at a minimum, 70 percent of those without service will need to agree to pay <br />the water and sewer connection fees for the City. <br />This program will include a letter with information about water and sewer service and <br />community forums explaining what gaining the service will mean for Fishertown <br />residents. After the letter is sent and forums are completed during January and February, <br />the City will then contract with an outside firm to survey residents to gauge their <br />willingness to connect to the system and become a citizen of Kannapolis. If 70 percent <br />agree, then the City will work to extend water and sewer by placing the community on <br />the list with others wishing to have the city extend the lines. <br />G.5 <br />
