MEMORANDUM <br />To: Cabarrus County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement and Capacity Schedule for Wightman Oaks Townhomes <br />Date: 4/14/2008 <br />David Wightman Homes, Inc, (5427 Village Drive, Unit 203, Concord, NC 28027) requests a <br />reservation of capacity for Wightman Oaks Townhomes, which consists of 13 townhome units on <br />+/- 1.68 acres located on Orphanage Road in the City of Kannapolis. <br />School Capacity Review <br />Wightman Oaks Townhomes will produce 5 students. The schools impacted by the townhome <br />subdivision are Charles E. Boger Elementary School, Northwest Cabarrus Middle School and <br />Northwest Cabarrus High School. <br />Cox Mill High School, which is under construction, is projected to open in 2010 in the western part <br />of Cabarrus County. This school will relieve Northwest Cabarrus and Jay M. Robinson High Schools. <br />The county's capital improvements plan (CIP) includes construction of a new middle school in 2010 <br />in the south central part of the County that would relieve Northwest Cabarrus Middle School, Hams <br />Road Middle School and J.N. Fries Middle School. The CIP also includes a 175-seat addition to <br />Northwest Cabarrus Middle School. <br />The CIP also includes a 200 seat addition at Charles E. School capacity is also inadequate for this townhome <br />subdivision at the five year review level. (Note that according to Section 15-11, Number 5 of the <br />APFO, future available capacity must be "...greater than or equal to the projected enrollment that <br />will be produced by the proposed development for all school types," not just one or two). <br />ls`I <br />
