~~ <br />TM C~~ ~ MOIOr~or~ <br />NONTN CAROLINA <br />To: Cabarrus County Board of Commissioners <br />From: Kelly Sifford, AICP <br />Date: Apri121, 2008 <br />Re: 2008-2009 HOME Program Administrative Service Provider Selection <br />Cabarrus County issued a Request for Qualifications for administrative services for the <br />2008-2009 grant cycle on April 2, 2008. Three firms were direct mailed and the notice <br />was placed on Cabarrus County's website. Two firms replied with proposals: Centralina <br />Council of Governments and Hobbs, Upchurch and Associates. Both proposals were in <br />order and acceptable, however, I am recommending that Centralina Council of <br />Governments be awarded the contract for the administrative services for the 2008-2009 <br />HOME program. They are being recommended for selection based on prior experience <br />with the HOME program and in particular, experience with the consortium that Cabarrus <br />County belongs to. Centralina Council of Governments has served Cabarrus County with <br />administrative services for the past year for both the HOME and CDBG programs. The <br />contract would be awarded contingent upon Cabarrus County executing HOME program <br />contracts with the City of Concord. <br />-F-S <br />
