into the Department, the County and the Boards will, at that time, reevaluate the basis for <br />allocation of contributions among the Parties). The Fund will be used exclusively by the <br />Department to provide the Services, including Department payroll. The Fund will receive <br />(subject to certain conditions more fully set forth below), each fiscal year, allocations from <br />each Board based upon a per pupil amount agreed upon by the Parties multiplied by the number <br />of pupils in each Board's school system. For purposes of determining the number of pupils in <br />each Board's school system, the Parties agree that the state certified projected attendance <br />numbers issued each year in March will be used (the "ADM Number(s)"). Therefore, each <br />fiscal year, each Board shall pay to the Fund that amount equal to the per pupil amount agreed <br />to by the Boards each fiscal year, multiplied by the ADM Number of pupils in their respective <br />school systems. Kannapolis' payment contribution to the Fund shall include the same per pupil <br />amount for each pupil who resides in Rowan County. <br />The Fund allocations from each Board of Education will be divided into the below categories: <br />(a) Grounds and Maintenance Services. For each fiscal year of this Agreement, the amount <br />allocated to the Fund for grounds and maintenance Services shall be a minimum of <br />$1,571,000 Based upon the North Carolina ADM Numbers of 28,558 (88%) students in <br />the County Schools and 3,976 (12%) students in Kannapolis City Schools that reside in <br />Cabarrus County for the 2008-2009 school year, the Cabarrus Board shall allocate a <br />minimum of $1,365,672 and the Kannapolis Board shall allocate a minimum of <br />$205,328. The contributions of each Board may increase in subsequent years, but in no <br />event will it fall below the minimum established herein. <br />(b) Building and Facilities. For each fiscal year of this Agreement, the amount allocated to <br />the Fund for building and facilities Services shall be a minimum of $6,730,00. Based <br />upon the North Carolina Administrative numbers of 28,558 (88%) students in the <br />County School and 3,976 (12%) students in Kannapolis City Schools that reside in <br />Cabarrus County fro the 2008-2009 school year, the Cabarrus Board shall allocate a <br />minimum of $5,867,087 and the Kannapolis Board shall allocate a minimum of <br />$862,913. Furthermore, the Boards and the County agree that: (i) in the event square <br />footage in School buildings increase, the Board and the County will reevaluate the <br />funding needs for the Buildings and Facilities Services, taking into consideration such <br />increased square footage, regardless of whether or not ADM Numbers increase; and (ii) <br />in the event the County consolidates its maintenance and repair staff into the <br />Department, the Boards and the County will at that time, reevaluate the method used for <br />determining funding contributions of each Party, taking into consideration square <br />footage and traffic considerations among other items. <br />Attached hereto as Schedule 1 and incorporated as if more fully set forth herein is a <br />chart which sets forth total School Facility building space and total School Facility <br />grounds, which shall be amended from time to time to incorporate changes in such <br />figures. <br />(c). School Park Facilities. <br />Implementation of this agreement is contingent upon the Cabarrus County Board of <br />Commissioners allocating funds in each Fiscal Year's Annual Budget. This fund once <br />approved will be utilized exclusively for maintenance and repairs to school park <br />facilities on Cabarrus County Schools and Kannapolis City School sites. Cabarrus <br />County Schools Director of Finance will maintain this fund and a report will be issued <br />quarterly showing all disbursements.
