Application Requirements <br />Carefully review and complete all of the material within the ROAP application package. The application <br />materials are designed to enable PTD staff to better understand the services to be provided and assure that the <br />funds are utilized as intended. Failure to complete any portion of the application may result in processing <br />delays. <br />Complete applications for ROAP funds must be submitted to PTD by July 25.2008 to receive one-half of <br />the approved formula and supplemental disbursement on August 29, 2008. Complete applications <br />received between July 26 and August 15 will receive their disbursement the last week in September following <br />review and approval of the application. The application for ROAD funds includes a project description <br />questionnaire and asub-allocation worksheet. A separate sub-allocation worksheet is provided for formula and <br />supplemental program funds. All applications must be accompanied by an originally-signed Certified <br />Statement, affidavit of publication of public heazing, minutes from the public hearing, and documentation of <br />public involvement. <br />For FY09, all required application information must be submitted to PTD electronically, at <br />ctotransportation(cD,ncdot.gov. Eligible Recipients <br />All one hundred (100) North Carolina counties are eligible to receive aformula-based allocation for EDTAP <br />and EMP funds. Only those counties providing transportation services to the general public will receive a <br />RGP allocation. <br />B. Allocation of Funds <br />The FY09 allocation for ROAP programs are listed, by county, in Appendix A of this application. The <br />methodology for calculating these allocations is described in the Program Guidelines section of this document. <br />The county can request an amount less than the total allocation for each of these programs. Each applicant <br />should cazefully evaluate past program expenditures and escalating fuel and other operating costs to determine <br />the amount to apply for within each program. ROAP funds will only be disbursed to the county finance officer. <br />The county finance officer will be responsible for program administration at the local level. While the county <br />finance officer may delegate some program administrative duties to the community transportation system, the <br />county finance officer is considered the accountable county official for ROAP. <br />Due to the increase in the annual funding available for this program from a $12 million annual program to in <br />excess of $20 million, the NCDOT will enter into a formal agreement for the ROAP program similar to the <br />grant programs administered by the Public Transportation Division. The agreement will include the <br />disbursement formulas for each program, program eligibility requirements, and reporting and program <br />oversight responsibilities, in addition to standazd Title VI and Equal Employment Opportunity clauses.
