MEMORANDUM To: Cabarrus County Boazd of Commissioners Frotn: Jessica L. Gladwin/Planner Subject: Adequate Public Facilities Mitigation Agreement Request for Meadow Creek Apartments Date: 6/30/2008 GHI of West Palm Beach, LLC., (10312 Annie Oakley Trail, Charlotte, NC 28227) is requesting an adequate public facilities mitigation agreement for the Meadow Creek Apartments project, which consists of 14 apartment units on +/- 4.717 acres located at the intersection of Easy Street and Highland Street in Kannapolis, North Carolina. The Cabarrus County Board of Commissioners approved a Reservation of Capacity for the Meadow Creek Apartments project on Apri121, 2008. School Capacity Review The Meadow Creek Apartments project is expected to produce approximately 2 elementary school students, 1 middle school student and 1 high school student for a total of 4 students. The schools impacted by the project are Winecoff Elementary School, Northwest Cabarrus Middle School and Northwest Cabarrus High School. Cox Mill High School, which is under construction, is projected to open in 2009 in the western pazt of Cabarrus County. This school will relieve Northwest Cabarrus High School. The county's capital improvements plan (CIP) includes construction of a new middle school in 2010 in the south central part of the County that would relieve Northwest Cabarrus Middle School. The CIP also includes a 175-seat addition to Northwest Cabazrus Middle School.
