MEMORANDUM <br />To: Cabarrus County Boazd of Commissioners <br />Frotn: Jessica L. Gladwin/Planner <br />Subject: Adequate Public Facilities Mitigation Agreement Request for Meadow Creek <br />Apartments <br />Date: 6/30/2008 <br />GHI of West Palm Beach, LLC., (10312 Annie Oakley Trail, Charlotte, NC 28227) is requesting an <br />adequate public facilities mitigation agreement for the Meadow Creek Apartments project, which <br />consists of 14 apartment units on +/- 4.717 acres located at the intersection of Easy Street and <br />Highland Street in Kannapolis, North Carolina. The Cabarrus County Board of Commissioners <br />approved a Reservation of Capacity for the Meadow Creek Apartments project on Apri121, 2008. <br />School Capacity Review <br />The Meadow Creek Apartments project is expected to produce approximately 2 elementary school <br />students, 1 middle school student and 1 high school student for a total of 4 students. The schools <br />impacted by the project are Winecoff Elementary School, Northwest Cabarrus Middle School and <br />Northwest Cabarrus High School. <br />Cox Mill High School, which is under construction, is projected to open in 2009 in the western pazt <br />of Cabarrus County. This school will relieve Northwest Cabarrus High School. <br />The county's capital improvements plan (CIP) includes construction of a new middle school in 2010 <br />in the south central part of the County that would relieve Northwest Cabarrus Middle School. (Note that according to Section 15-11, Number 4, of the <br />F- ~. <br />
