MEMORANDUM <br />To: Cabazms County Board of Commissioners <br />From: Kassie Goodson Watts/Planner <br />Subject: Consent Agreement Extension and School Capacity Information for Buffalo Creek <br />Subdivision <br />Date: 6/30/2008 <br />The Buffalo Creek subdivision project was approved by the City of Concord Planning and Zoning <br />Board on June 20, 2006. The project consists of 190 single family lots on +/-86.65 acres located at <br />the intersection of Heglax Road and NC Highway 49. The specifics of the agreement are as follows: <br />Developer -Buffalo Creek, LLC, 6707 Fairview Road, Suite B, Charlotte, NC 28210 <br />Payment of $4,034 per lot will be due at Final Platting <br />Build out schedule would be no more than 15 lots platted in calendar yeaz 2009, calendar <br />year 2010, no more than 30 lots platted, calendaz year 2011, no more than 40 lots platted, <br />calendar year 2012, no more than 40 lots platted, calendar year 2013, no more than 40 lots <br />platted, and calendar year 2014, no more than 25 lots platted. <br />The APFO worksheet filled out by Mx. Robert Kluttz with Cabarrus County Schools indicates that <br />schools impacted by the Buffalo Creek subdivision axe currently functiotung at the following <br />capacities: <br />W.R. Irvin Elementary School - 93.50% <br />Mt. Pleasant Middle School - 98.36% <br />Mt. Pleasant High School - 87.35% <br />Including previously approved subdivisions, these schools will be functioning at the following <br />capacity upon completion of the Buffalo Creek subdivision project: <br />W.R. Irvin Elementary School -134.88% <br />Mt. Pleasant Middle School -121.71% <br />Mt. Pleasant High School -101.92% <br />The Capital Improvement Plan includes a replacement school fox A.T. Allen Elementary in 2009 that <br />will provide relief to W.R. Irvin and Mt. Pleasant Elementary Schools. An addition at Mt. Pleasant <br />High School in 2010 would add 250 seats. The CIP also includes anaddition/renovation to the Mt. <br />Pleasant Middle School in 2010. All improvements listed above are to be funded in the 2009 fiscal <br />year. <br />Cabarrus County Schools operating at 110% capacity are considered to be operating at the maximum <br />capacity. <br />The Subdivision Lot Inventory has been updated through July of 2008 <br />~- <br />
