o "Chis plan should take into consideration the locations of NHI sites, state- <br />designated "Significant Natural Heritage Areas" identified in the inventory <br />published by the SWCD in2002 and healthy native forests. <br />o This plan could increase awareness of the presence and importance of <br />such habitats and corridors. that connect them, thereby increasing the <br />sensitivity of development in protecting such assets. <br />o This plan should also acknowledge regional conservation plans to ensure a <br />connected network of open. space that supports wildlife is established. <br />^ Create: incentives for implementing the plan by offering: open space credits for <br />protecting the. areas identified in the plan, For example, a weighted system for <br />achieving open space requirementswould place more emphasis-and therefore <br />more credit-on open space that coincides with the areas delineated on the open <br />space plan. <br />(ENR-4) Support the SWCD's conservation planning efforts to manage alt natural <br />resources -soil, water, plants, animals and air- and foster sustainable growth in <br />the county. <br />^ Revise local ordinances to protect soils oi~icially designated as "prime farmland" <br />soils and "farmland of statewide importance" soils. <br />^ Restrict mass grading, particularly on steep slopes. <br />^ Integrate water supply into planning efforts by coordinating road building and <br />other construction projects with water resource management activities. <br />^ Devote more money and time to research and analysis of the impact of <br />development on water resources, and make this' information accessible. <br />^ Sign up all eligible degraded streams for enhancement and/or restoration with <br />state Ecosystem Enhancement Program funds: <br />5,4 Transportation <br />(TR-1) Create collector street connections. <br />'Che rapid rate of residential and commercial growth within the study. area coupled <br />with limited mobility alternatives and reliance on the existing arterial roadway <br />system suggested that the study area would benefit from the development of a <br />more robust collector street network. The primacy purpose of the collector street <br />system is to collect traffic from neighborhoods and distribute it to the system of <br />major and minor thoroughfares. Generally, collector streets have two travel lanes <br />often with dedicated left rum lanes.atmajor intersections. Collector streets are <br />rarely constructed by local governments or NCDOT.
