A utility tower and lines located <br />centrally on the site may provide a barrier to development for larger industrial <br />uses. Employment uses may be encouraged. This plan should be shared with the <br />state to provide a new context for the Stonewall Jackson Training School as the <br />plan for the site evolves and is refined, <br />+~tt~rlydnment end i+laturai Resources <br />(ENR-1) Protect water quality. <br />• Minimize soil erosion that is accelerated by land disturbing activities, such as <br />:grading and the removal bf vegetation and :topsoil. <br />o According to the SWCD, sediment and related turbidity is a leading. form <br />of non-point source water pollution, which is carried by stormwaterrunoff <br />to area water bodies. The. issue is exacerbated by the development of <br />steep slopes Where the velocity of runoff and its erosive effects are <br />increased. Monitoring water quality and compliance with existing. <br />regulations may need to be evaluated for effectiveness. <br />Consider the recommendations of the Upper Rocky River Watershed <br />Management Plan, which aims to protect water quality in this basin and <br />specifically addresses monitoring,. the enforcement of ordinances (erosion and <br />sedimentation control, and buffers), education, conservation easements as a tool <br />for better protecting stream corridors, low impact development standards, <br />stormwater management and'floodplain management. <br />^ Promote wetland conservation in new development to maximize. the functionality <br />of these natural water-filtering areas. <br />{ENR-2) Preserve the existing tree canopy to the extent practicable. <br />• Explore options for expanding regulations that are intended to maintain existing <br />trees. <br />o Prepare and adopt: a tree protection ordinance hat maintains existing tree <br />canopy essential to retaining the natural character of the study area while <br />also allowing new development to occur. Developers converting rural or <br />undeveloped land to residentiaUotheruscs within the study area should <br />comply with tree protection standards. <br />o Notwithstanding other open space protection measures herein,. include <br />limitations on the amoum of'the site that may be cleared of vegetation: or <br />disturbed inorder to accommodate new development. <br />(ENR-3) Protect important plant and animathabitats. <br />^ Create an open space plan for the county that protects known habitats.. <br />
