Cabarrus County Finance
September 10, 2008
To: Board of County Commissioners
From: Pamela S. Dubois, Deputy County Manager
Subject: Cox Mill Temporary Construction Easement
At the September 8th work session, the agenda item for the Cox Mill temporary
construction easement included a letter dated June 19th, 2008 from Womble Carlyle
Sandridge & Rice. This letter identified the one-time fee for an easement across Mr.
Daniel Hefner's property as $2,000.02 instead of $7,500 as indicated on the agenda
item request form. To address this discrepancy, the Board was provided with additional
documentation dated August 25, 2008 from Sam Masters with Cabarrus County
Schools. In this memorandum, Mr. Masters indicates the total cost of the temporary
construction easement to be $7,500 ($5,000 for the temporary easement; $2,500 for
tree removal and fence modifications). Upon further investigation, County staff learned
the original figure was for temporary staging and did not include the relocation of a
ditch onto Mr. Hefner's property. The following letter from Womble Carlyle Sandridge
& Rice dated August 12, 2008, also indicates the total cost of the easement to be
$7,500.
Should you have any additional questions, please feel free to contact me at 704-920-
2107.
Item# 13
Attachment number 1
