SELECTION PROCESS <br />A policy has been established for the purpose of ensuring that service providers are selected <br />in a fair and uniform manner, that those selected are qualified and experienced in the work <br />desired. The process for the project will involve three stages: <br />Stage One: Qualifications, Experience and Proposal Evaluation <br />The initial phase has commenced with the establishment of a Selection Committee with its <br />members having been appointed by the General Service Director. A Request for <br />Qualifications is being placed on the Cabarrus County website. Upon receipt of Proposal <br />Packages from respondents, the selection committee members will review and identify those <br />service providers which appear to be the most qualified and responsive. <br />Stage Two: Interviews <br />Separate interview sessions wi11 be scheduled with the "short-fisted" service providers to <br />permit selection committee members to further evaluate each service provider's qualifications <br />and proposal. These interviews will be conducted on September 5th, 2008. The specific time <br />and place of each interview will be determined at the completion of Stage One. <br />Stage Three: Contract Negotiations <br />A contract will be negotiated with the service provider chosen and taken to the Board of <br />Commissioners for approval in October. In the event negotiations of specific contract terms, <br />conditions, and fees prove unsuccessful with this service provider the selection committee will <br />choose another service provider with which to begin negotiations. <br />VI. EVALUATION CRITERIA <br />The selection committee will screen the list of consultant respondents and select several <br />firms for further consideration based on the following criteria: <br />• Service providers specialized or appropriate expertise in law enforcement buildings <br />• Asset management tracking system and communication process with clients <br />• Overall performance on similar projects as evidenced by references. <br />• Adequate staff and proposed team for the project. <br />• Relationships with quality sub contractors (i.e. security systems, elevator, HVAC, cleaning <br />supplies) <br />• Proximity to and familiarity with the area in which the project is located. <br />• Service provider's hourly rates and methodology for developing a preliminary estimate of <br />professional fees for the contract. <br />• Other factors that may be appropriate for the project. <br />• Page 3 Item# 14 <br />Attachment number 2 <br />Page 104 of 199 <br />
