i] <br />CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />ANNEX E <br />LAW ENFORCEMENT <br />I. PURPOSE <br />This annex pxovides guidance for crime prevention, maintenance of law and order, and <br />traffic control during emergency situations. <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation -Law enforcement agencies must expand their operations to provide the <br />increased protection and support required during emergency conditions. Numerous federal, <br />state and county law enforcement agencies are available through mutual aid agieements to <br />support local law enforcement agencies within Caba~xus County. <br />B. Assumptions - Activities of local law enforcement agencies will increase significantly <br />during emergency operations. Adequate law enforcement resources and services will be <br />available through existing mutual aid agreements. Local law enforcement agencies will <br />obtain additional support from state and federal agencies when all the local capabilities <br />committed are not sufficient to control the situation. <br />Ili, CONCEPT OF OPERATIONS <br />A. Emergency law enforcement operations will be an expansion of normal functions and <br />responsibilities. These responsibilities will include maintenance of law and order, traffic <br />control, crowd control and area security. <br />B. Law enforcement activities will remain under the control of the senior law <br />enforcement officer for the jurisdiction in which the emergency operation is taking place. <br />The Sheriff will be this authority within the county. <br />C. Records vital to law enforcement functions will be protected during emergency <br />situations. <br />D. Law Enforcement Operations. Law enforcement agencies within Cabarrus County <br />will be responsible for directing emergency response operations within their jurisdictions. <br />They will. develop and maintain mutual aid agreements with surrounding law <br />enforcement agencies.
