L <br /> <br />2. The Cabarrus Health Alliance Pandemic Influenza Plan guides the preparation <br />for and response to a pandemic influenza outbreak in Cabarrus County. The Pandemic <br />Influenza Plan provides guidance to Cabarrus County government, the Caban~us Health <br />Alliance, and county/regional partners.regarding detection, response and recovery from an <br />influenza pandemic. This plan can be modified to react to other pandemic disease events. <br /> <br />3. In a pandemic disease event within the County, the Cabarrus Health Alliance <br />will focus its efforts on the health and safety of the citizens of Cabarrus County. The <br />objectives of this effort will be to reduce mortality, reduce morbidity, and minimize social <br />disruption. <br />4. The Pandemic Influenza Plan will supplement the Cabarrus County Emergency <br />Operations Plan and the Cabarrus Health Alliance All-Hazards Plan. The pandemic plan <br />identifies the coordinating and cooperating agencies involved in preparedness for a <br />pandemic flu event and their respective response roles in the event of a pandemic. <br />D. Strategic National Stockpile <br />1. The Cabarreis Health Alliance is responsible for the use of the Strategic <br />National Stockpile (SNS). The SNS consists. of medications, vaccines and medical <br />equipment to be used in response to an incident involving an attack using biological or <br />chemical agents. The SNS ispre-positioned in the region and is used only when <br />local/regional resources have been expendEd. If necessary, additional SNS supplies may <br />be sent to the county to supplement current stocks. <br />2. The Health Alliance will manage the reception, storage and employment of the <br />SNS. Upon activation, Health Alliance personnel will organize one or more dispensing <br />sites in the county. At the point of dispensing, county residents will be given the <br />vaccinations or medications and necessary information. <br />~- E. Mental Health <br />1. Cabanus County Government is required to provide mental health care far <br />county residents. The county has a contract with Piedmont Behavioral Healthcare (PBH} <br />to obtain mental health care for residents who need this assistance. This support will <br />continue during emergencies. Piedmont Behavioral Healthcare will provide mental <br />health care to disaster victims at shelter sites and other locations throughout the county. <br />PBH will locate space in mental health facilities for victims needing critical behavioral <br />health care. <br />2. PBH will provide crisis counseling and Critical Incident Stress Debriefing <br />Teams for emergency workers and other support staff as needed during an emergency <br />situation. <br />EOP/ANNEX J 3 September 2008 <br />F'_2 214 of 408 <br />
