This call center operates continuously. The Emergency Management Coordinator <br />will contact PBH to request assistance. The PBH Disaster Services Contact will <br />coordinate. with its service providers to obtain the requested support. The Disaster <br />Services Contact will report all PBH activities to the Emergency Operations Center and <br />will provide daily status reports on mental health services and supporting personnel to the <br />EOC <br />E. Mortuary Services <br />1. Cabarrus County will establish a central morgue site to collect and process <br />human remains. The county mortuary efforts will be assisted.by the morticians in the <br />area, who will also provide the initial supply of the items needed to handle these tasks. <br />The County Emergency Management Department maintains a roster of the funeral <br />directors available for this mission. <br />2. Cabarrus County does not have a designated Medical Examiner (ME}. Amass <br />fatality event would require medical examiner support. The North Carolina Office of the <br />Chief Medical Examiner (OCME) a division of the NC Department of Health and Human <br />Services, maintains the North Carolina Medical Examiner System, a network of over 600 <br />medical doctors throughout North Carolina who investigate deaths of a suspicious, <br />unusual or unnatural nature. The Emergency Management Coordinator will request this <br />support through Carolinas Medical Center -Northeast. OCME will assign personnel to <br />support the county, which will come initially from the regional OCME office in <br />Charlotte. <br />3. When activated, the medical examiner will develop procedures to recover, <br />' identify, and register fatalities during emergency situations. The medical examiner will <br />determine cause of death, notify next-of--kin, and release the remains and personal effects <br />to proper representatives. He will issue death certificates and supervise the location and <br />t transportation of remains. <br />4. The medical examiner will identify the resources needed to establish an <br />t adequate morgue system in the event of mass fatalities. The medical exaniner will direct <br />the expansion of any fixed and temporary morgue capability. The ME will coordinate <br />' with EMS, funeral directors, ambulance services, pathologists, American Red Cross, <br />dentists, X-ray technicians and law enforcement agencies to provide support to mortuary <br />operations as needed. <br />S. If needed, the medical examiner will xequest assistance from a Disaster <br />Mortuary Team (DMORT).
