i~ <br />\ ~ CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />ANNEX L <br />SHELTER AND MASS CARE <br />I. PURPOSE <br />This annex describes the responsibilities for sheltering and mass care during <br />emergency situations. <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. There are emergency situations that may require that the county provide public <br />shelters. Cabaxxus County also provides shelter for evacuees from Mecklenburg County in <br />the event of problems at the McGuire Nuclear Station. <br />2. Cabarxus County Emergency Management and the American Red Cross have <br />identified and surveyed potential shelters in the County and have~determined which <br />would be appropriate to use during emergency situations. <br />B. Assumptions <br />1. Sufficient facilities exist in the county to shelter personnel during emergency <br />situations. The normal planning figure for maximum shelter requirements is 20% of the <br />county population. <br />2. Sufficient shelter capacity exists in adjacent counties for out-of-county <br />evacuation and these locations are available for use after coordination. <br />3. A high percentage of evacuees will seek shelter with friends or relatives rather <br />than go to public shelter. <br />III, CONCEPT OF.OPERATIONS <br />A. The North Carolina Department of Health and Human Services is responsible for <br />shelter and mass care during emergencies in the state. The Cabarrus County Department <br />of Social Services (DSS) administers the mass care operations in the county. The <br />American Red Cross {ARC) will operate shelters and provide mass care to the general <br />population.
