<br />' B. The De artment of Health and Human Services will su ort count DSS efforts <br />p Pp Y <br />arrange for shelter at DHHS institutions, and transfer social services personnel to the <br />affected area as needed. DHHS will work in conjunction with the American Red Cross, <br />Salvation Army and volunteer organizations to provide care for those affected by <br />' emergency situations. <br />C. The Cabat~us County Emergency Management Coordinator and the American <br />' Red Cross will determine shelter locations. The ARC staff will establish and operate <br />shelters in the county. DSS will support these operations by providing personnel to <br />operate shelters under ARC direction. The Emergency Management Coordinator will <br />' monitor shelter operations and coordinate support from county resources as required. He <br />will coordinate directly with the local municipalities for additional support. Support will <br />include, but is not limited to, security of the site, repairs and maintenance of facilities <br />' used as shelters, restoration of utilities, power generation, medical support on site, pet <br />care supplies, and transportation. <br />D. Public and private providers of institutional care (medical and residential) are <br />responsible for having shelter plans for continued care of their patients/residents when <br />evacuated to shelters. The staff of the facility will evacuate with the patients/residents and <br />' remain with them at the shelter. The Cabarrus County DDepartment of Social Services and <br />the Emergency Management Coordinator will review these plans. <br />E. Private and government-operated facilities cas7ng for groups for less than 24 hours, <br />such as daycare facilities, pre-schools, and day health facilities are responsible for the <br />continual care of their clients during the entire period of the evacuation. This requirement <br />ends when the client is released to a parent or a responsible adult. <br />F. Shelter staffs will prepare for domestic animal/pet care at their sites. Evacuated <br />persons will bring a variety of pets with them to the shelters and these animals will <br />require a shelter area at the personnel shelter. The County Animal Response Team will <br />assist with animal shelter operations but the animal owners must participate in the care of <br />their pets. <br />IV. DIRECTION AND CONTROL <br />A. The American Red Cross will direct and control shelter/mass care operations. <br />Cabarrus County DSS will support these operations. <br />B. The Director, Department of Social Services will coordinate shelter/mass care <br />operations for the county with the local chapter of the American Red Cross. The DSS <br />Director will request additional support for local shelters from the North Carolina <br />Department of Health and Human Services through the county Emergency Management <br />Coordinator. <br />' EOP/ANNEX L 2 September 2008 <br />' F_2 225 of 408 <br />
