~i <br />APPENDIX 1 to ANNEX L <br />SPECIAL MEDICAL NEEDS SHELTERING AND CARE <br /> <br />I. PURPOSE <br />This appendix describes the responsibilities fox shelters and mass care for special <br />medical needs populations during emergency situations. <br />II. SITUATION AND ASSUMPTIONS <br />A. Situation <br />1. The population of Cabarrus County contains individuals and groups with <br />special medical needs that will require individual or special assistance during erergency <br />situations. Evacuation of these citizens to a shelter will require additional planning, <br />coordination and resources. <br />2. Some persons with special medical needs may, with minimal assistance, be <br />able to function in a mass care shelter. Those persons with special health needs requiring <br />constant care and/or life support systems will require a special medical needs shelter or a <br />medical.facility. Typical special medical needs facilities are nursing homes, rest homes, <br />and group homes for the mentally ill or developmentally disabled. <br />B. Assumptions <br />I .Any person with special medical needs who can manage those needs personally <br />or whose family members can provide assistance will be accepted in the shelter serving <br />the individual, his family, and his community. <br />2. The county will provide shelters for the special medical needs population in the <br />county. This shelter will be in a separate designated area of an existing shelter or housed <br />in a separate facility, depending on the resources available in the county. <br />3. Private and government operated residential facilities caring for special medical <br />needs groups, are responsible for the continual care for their patients/residents during the <br />entire period of the evacuation. This includes financial responsibility for the staff, <br />equipment, medications, meals, and supplies used to care for patients in the shelter. <br />III. CONCEPT OF OPERATIONS <br />A. The North Carolina Department of Health and Human Services is responsible for <br />shelter and mass care during emergencies in the state.
