1 <br />B. The private care facilities, governmental agencies, medical professionals, and non- <br />' governmental organizations will combine their efforts to plan, organize, staff, and operate <br />shelters for the special medical needs populations in the county. <br />' C. The Emergency Management Coordinator will assist the County DSS and other <br />local agencies in establishing and operating special needs shelters. The DSS director or <br />his representative will request assistance through the Emergency Management <br />' Coordinator. <br />D. Divisions under the Department of Health and Iduman Services that operate <br />' residential facilities are required to have current plans in place for the evacuation and <br />sheltering of special medical needs populations. DHHS will approve all emergency plans <br />for local residential facilities. <br />t E. Private facilities with s ecial medical needs atients/residents will be res onsible <br />P p p <br />for the evacuation and transportation of their clients to special needs shelters. Public and <br />' private providers of institutional care (medical and residential} remain responsible for the <br />continued care of their patients/residents when evacuated to special needs shelters. The <br />staff of the facility will evacuate with the patients/residents and remain with them at the <br />' shelter. <br />F. Cabarrus County DSS. will operate shelters for special medical needs populations <br />' in the county once available beds in private facilities have been filled. DSS and the <br />Department of Aging will open a special medical needs shelter at the Cabarrus County <br />Senior Center. If the situation precludes the use of this facility, DSS will operate the <br />' shelter at the location designated by the County Emergency Management Coordinator. <br />DSS and the Department of Aging will provide personnel trained to support special <br />medical needs shelter operations. These personnel will assist with shelter administration <br />' and maintenance, feeding of clients and in distributing supplies as needed. The Health <br />Alliance will provide nurses and other personnel to monitor the medical condition of the <br />clients and provide medical care as needed. <br />' G. DSS will provide the supplies necessary to operate the facility for the first 24 <br />hours. DSS will coordinate with Aging and the Health Alliance on the types and <br />quantities of supplies required. DSS will coordinate with the County Emergency <br />Management Coordinator for resupply during shelter operations. <br />' H. If the size of the special medical needs group exceeds local capability, the county <br />will activate county-to-county mutual aid agreements to provide more resources to this <br />effort. The county DSS may request assistance from Departments of Social Services in <br />adjacent counties or from state-operated DHHS facilities. Use of DHHS facilities in other <br />counties requires prior approval of DHHS. These requests for assistance are coordinated <br />through the County Emergency Management Coordinator <br />' I.
