' d. Distribution Team {11): team leader, forklift operator, dispatcher,
accountability clerks (2), laborers (6)
' 4. The Sheriffs Department will provide continuous security for the CRDP and
be prepared to increase the level of security as needed.
' E. Alternate CRDP Site.
' 1. Should the Events Center be damaged or inaccessible, an alternate CRDP can
be activated at the Old Fairgrounds building. This facility is smaller and lacks generator
support, but does have vehicle access into the building and a loading dock for one
' vehicle.
2. Due to the size of the facility and its location, donated goods will not be
' collected at this site. Donated goods will be collected at another location to be
determined during recovery operations. This facility can be another government facility
or a privately owned building made available to the county Emergency Management
' Department.
3. Additional locations will be considered for the alternate CRDP site if those
' locations are more suitable for operations. The Emergency Management Coordinator will
determine the final locations for the alternate CRDP, the donated goods collection point,
and any other distribution points.
' 4 All staffing, communications and security missions will remain the same for the
alternate CRDP location.
IV. DIRECTION AND CONTROL
' A. The Emergency Management Coordinator will activate the County Receiving and
Distribution Point and notify the North Carolina Division of Emergency Management of
' the location and time of opening.
B. The Director, Tax Administration Department will manage the CRDP. The
' Emergency Operations Center will notify the director to move his personnel to the CRDP
site, establish communications and prepare the site for operations. The director will
provide status reports twice daily to the EOC and request all assistance from the EOC.
t C. The team leaders are responsible for their personnel and their assigned missions.
They will keep the department director informed of their operational status and requests
' for assistance.
D. If NCEM provides a CRDP operations team to assist the county, the Director,
' Tax Admnistration Department is still responsible for the operations of the facility. The
' EOP/ANNEX P/APPENDIX 1 4 September 2008

.~
' F-Z 257 of 408
