1 <br />CABARRUS COUNTY EME~2GENCY OPERATIONS PLAN <br />I. PURPOSE <br />This plan defines the actions that Cabazxus County government agencies and selected <br />non-governmental organizations in the county will take to. reduce the vulnerability of <br />people and property to a disaster and establish the ability to respond effectively to any <br />emergency situation. <br />II. SITUATION AND ASSUMPTIONS <br />A, Situation <br />I. General description of Cabarrus County: The county is located in the southern <br />Piedmont section of the State. It is bordered to the west by Mecklenburg County, to the <br />southeast by Union County, to the north by Rowan County, to the northwest by Iredell <br />County and to the east by Stanly County. The estimated current population of the County <br />and municipalities within the County is 163,262. There are five municipal areas in the <br />county: Concord, Kannapolis, Mt. Pleasant, Harrisburg, and Midland. Cabarrus County <br />is located in Area 11 of the Western Branch, North Carolina Division of Emergency <br />Management and in FEMA Region IV. <br />a.
