<br /> <br />i <br /> <br />ii <br />f. Monitor the activities of the Cabanus County Local Emergency Planning <br />Committee (LEPC). Ensure that Chairman of the LEPC collects and maintains required <br />reports from facilities having hazardous materials. <br />g. Report to the EOC upon activation. <br />h. Assure all agencies maintain administrative and financial records during <br />emergency operations. <br />3. Emergency Management Coordinator <br /> <br /> <br /> <br /> <br /> <br />a. The Emergency Management Coordinator is responsible for the planning, <br />preparation, and execution of County emergency response operations. He reports to the <br />Chairman of the Board of Commissioners and the County Manager and performs <br />assigned duties according to state statutes and local ordinances. He will coordinate <br />emergency operations within the County, and with adjoining jurisdictions as necessary. <br />The county will incorporate the Incident Command System into alI emergency planning <br />and operations. <br />b. Prior to emergency situations, the Emergency Management Coordinator <br />develops plans and procedures to prepare the county for possible hazards. He will: <br />(1) Develop, coordinate,-and update the County Emergency Operations <br />Plan in accordance with Norfih Carolina and Federal guidelines. <br />' (2) Serve as the Community Emergency Coordinator for Hazardous <br />Materials as defined by SARA Title III. He will maintain liaison with the Facility <br />Emergency Coordinators through the LEPC. <br />' (3} Coordinate planning and response efforts with other county <br />municipalities for incidents that could affect multiple jurisdictions. <br />' (4) Establish and equip the County Emergency Operations Center (EOC}. <br />Organize the EOC to provide the command, control and communications {C3) for <br />' response operations on a continuous basis. Acquire maps, status boards and other display <br />devices to assist command and control efforts. Obtain. stocks of food, water, and other <br />equipment necessary for the effective operations of the Emergency Operations Center and <br />staff. Coordinate the use of the Sheriff s Department kitchen to feed EOC personnel <br />during emergencies. <br />' (5) Develop communications and information technology systems to <br />provide primary and secondary communications systems to the EOC staff. (both fixed <br />and mobile, if used).
