activities and non-governmental organizations that participate in emergency response <br />{ ) operations. <br />B. Assignment of Individual Responsibilities. <br />1. Chairman, County Board of Commissioners <br />a. Assume executive direction of emergency operations and monitor the <br />overall situation. <br />b. As required, declare a State of Emergency at the county level. <br />c. If needed, request assistance from state government agencies through the <br />Cabarrus County Emergency Management Coordinator: <br />d. Ensure that damage assessments and other necessary reports are forwazded <br />to the North Carolina Division of Emergency Management. Municipalities will submit <br />reports to the County Emergency Management Coordinator. <br />e. In consultation with the members of the Board of Commissioners, carry out <br />appropriate provisions of state general statutes, in addition to local ordinances relating to <br />emergencies, as the situation requires. <br />2. County Manager <br />a. Ensure that government agencies develop and continually update their <br />internal Standard Operating Guidelines (SOG) to respond to emergencies. This will <br />include review and revision of the procedures listed in the annexes to the Emergency <br />Operations Plan. <br />b. Ensure that exercises and tests of the emergency systems are conducted on <br />a regular scheduled basis. <br />. c. Ensure that representatives from the various departments are designated to <br />report to the Emergency Operations Center (EOC) upon activation to assist with direction <br />and control. Develop a roster of key workers who must remain. on duty during an <br />emergency or return subsequent to an evacuation to relieve other key workers. <br />d. When directed, the County Manager acts on behalf of the Board of <br />Commissioners in the control of emergency operations and the implementation of <br />emergency policies/ordinances as required. <br />e. Monitor and approve expenditures of funds to support emergency <br />operations.
