Under the National Response Framework, departments and agencies have been <br />assigned primary and support agency responsibilities far various Emergency Support <br />Functions. These Emergency Support Functions are: <br />1. Transportation <br />2. Communications <br />3. Public Works and Engineering <br />4. Firefighting <br />5. Emergency Management <br />6. Mass Care, Emergency Assistance, Housing and Human Services <br />7. Logistics Management and Resource Support <br />8. Public Health and Medical Services <br />9. Search and Rescue <br />10: Oil and Hazardous Materials Response <br />11. Agriculture and Natural Resources <br />12. Energy <br />13. Public Safety and Security <br />14. Long-Term Community Recovery <br />15. External Affairs <br />H. Cabarrus County will request assistance through the Western Branch, North <br />Carolina-Emergency Management Division from the State Emergency Operations Center. <br />If state~resources have been exhausted, the North Carolina Emergency Management <br />Division will coordinate with DHS/ FEMA to provide the needed resources and <br />assistance using the Emergency Support Functions as described in the National Response <br />Framework. <br />I. During emergency situations, the Governor will appoint a State Coordinating <br />Officer {SCO) to oversee State response and recovery efforts. Under the provisions of <br />the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a Federal <br />Coordinating• Officer will be appointed as the President's representative to coordinate <br />' overall delivery of Federal assistance. The Federal Coordinating Officer represents the <br />FEMA administrator and coordinates Federal activities in support of the State. <br /> <br />r~ <br /> <br /> <br /> <br />IV. ORGANIZATION AND ASSIGNMENT OF RESPONSIBILITIES <br />A. Organization: The departments within county governmen have emergency <br />functions in addztion to their normal duties. County Government does not close during <br />emergency situations and all employees will report to work unless they are unable to <br />travel to their workplace. Each department is responsible for developing and maintaining <br />internal emergency management procedures to support the county Emergency Operations <br />Plan. The county manager and department directors may assign various tasks to county <br />employees to support county response and recovery operations. These tasks may be very <br />different from normal job requirements.
