C. Cabarrus County provides many emergency services to the citizens of the. County <br />on a daily basis. Some of the services overlap into city/town governments' jurisdictions. <br />While the cities/towns within the County provide many services to their citizens, they <br />also depend on Cabarrus County for services such as building inspections, fire <br />inspections, emergency medical services, social services, public health services, mental <br />healthcare, shelters for those people evacuated from their homes, and emergency <br />management. <br />D. Each city/town government in Cabarrus County will continue to provide services <br />during emergency situations. However, if city/town government's resources prove to he <br />inadequate during emergency response operations, that municipality may request County <br />resources to help maintain public services and other critical operations: There are <br />city/town governments in the County that will be able to remain completely functional <br />without outside resources, but there are others that will be totally dependent on county <br />resources. <br />E. Once Local resources are expended, the County will coordinate with adjoining <br />counties for additional available assistance and resources using existing mutual aid <br />agreements. Additionally, the County may obtain assistance from the North Carolina <br />Emergency Management Division when County capabilities are exhausted. <br />F. When needed, the Cabarrus County Commissioners may declare a "State of <br />Emergency" as defined by the county emergency management ordinance (Chapter 22, <br />Caban•us County Code of Ordinances) and State Statute 166A-8. The County <br />Commissioners will issue this declaration to protect the citizens and property within the <br />disaster area and to assist the emergency response agencies in carrying out their duties. A <br />town or city can independently declare a "State of Emergency" within its municipal limits <br />in the event of a disaster, or by resolution, can sign off on a County "State of Emergency" <br />declaration. <br />G. When the demands of an emergency situation exceed the capacity of the local and <br />state governments to respond, the Federal government will commit resources from <br />various Federal departments and agencies to assist. <br />1. The Department of Homeland Security directs federal support in the event of an <br />emergency. The Federal Emergency Management Agency (FEMA), a component of the <br />Department of Homeland Security, is tasked with national emergency preparedness and <br />disaster response. <br />2. The National Response Framework (NRF) defines the Federal government's <br />role in providing response and recovery assistance to the states and local governments <br />during and after emergency situations. The NRF focuses on response and short-term <br />recovery, and articulates the doctrine, principles and architecture by which our nation <br />prepares for and responds to all-hazard disasters across all levels of government and all <br />r, ~ sectors of communities. <br />EOPBASIC PLAN 7 <br />September 2008 <br />F_2 132 of 408 <br />t <br />
