Management of reconstruction efforts <br />III. CONCEPT OF OPERATIONS <br />' A. North Carolina General Statues 166A-2 requires Cabarrus County government to <br />organize and plan for the protection of life and property from the effects of an emergency. <br />' B. Cabarrus County utilizes the four phases of Comprehensive Emergency <br />Management to design and implement the emergency services program. These phases <br />are: <br />1. Mitigation -Those activities designed to either prevent the occurrence of an <br />emergency or minimize the adverse effects of one. Mitigation activities include <br />development of public health ordinances, zoning ordinances, building codes, the County <br />Flood Damage and Prevention Ordinance and the regular enforcement of those codes and <br />t ordinances. This also included a heightened awareness of domestic and international <br />terrorism and measures to prevent these events or reduce their effects. <br />' 2. Preparedness -The County develops systems, programs, and activities prior to <br />an emergency to support or enhance the effectiveness of emergency response operations. <br />Continuous planning, focused training and realistic exercises are the primary means to <br />' ensure local preparedness. A continuing public information program provides education <br />about the effects of potential disasters and how to prepare for emergency situations. <br />' 3. Response -The procedures and activities developed to react to the immediate <br />effects of an emergency situation. Response operations focus on reducing casualties and <br />property damage. These operations also speed recovery after the emergency has <br />' subsided. Response operations include early warning, direction and control of emergency <br />personnel and resources, evacuation of populations, mass care, and similar actions. <br />' 4. Recovery -Those actions taken to restore systems and services to a normal <br />level. Short-term recovery efforts are taken to assess damage and return critical services <br />to minimum operating standards. After the immediate short-term emergency needs of an <br />' area are met, the county and municipal governments will begin a recovery process that <br />may take several days to many months or years to complete. Response agencies will <br />t determine what impacts have been made on the community and what will need to be done <br />to put the community back to pre-disaster conditions.
