Cabarrus County Government must continually plan for emergencies and be <br />prepared to conduct response and short-term recovery. operations utilizing local resources. <br />2, Implementation of the County Emergency Operations Plan will reduce or <br />prevent the loss of lives or damage to property. <br />3. County Government officials are aware of the possibility that an emergency <br />situation or disaster rr~ay occur: These officials understand their responsibilities as <br />defined in this plan and are prepazed to execute their duties as required. <br />4. The occurrence of any of the emergency situations previously listed could have <br />a severe impact,on Cabarrus County. The effects of an emergency/disaster will cause one <br />or more of the following problems; <br />a: Multiple injuries and fatalities <br />b. Failure of the water distribution system <br />c. Loss of electric power <br />d. Disruption of road/highway network <br />e. Damage to the telephone/communications networks <br />f. Isolation of population within the county <br />g. Increased number of vermin/vectors <br />h. Contamination of private wells <br />i. Loss of facilities maintaining essential services <br />j. Insufficient local resources (personnel, equipment, materials) to meet <br />demands <br />k. Adverse environmental impact on wildlife, natural resources, and <br />agriculture <br />1. Disruption of local economy <br />m. Loss or damage to vital government records <br />5. The emergency management and government off cials will face an array of <br />challenges during emergency operations. The management of these requirements could <br />overwhelm the resources available locally. Typically the required tasks are: <br />a. Evacuation of people from affected areas <br />b. Mass care and feeding operations <br />c. Assistance to special needs populations <br />d. Damage assessment <br />e. Auxiliary power generation <br />f: Debris clearance and removal <br />g. Coordination of staged resources <br />h.
