CABARRUS COUNTY EMERGENCY OPERATIONS PLAN <br />' ~ ANNEX A <br />DIRECTION AND. CONTROL <br />A. Situation <br />2. The recurring threat of severe weather and the potential hazards that exist within or <br />near the County have the potential to cause emergencies of such magnitude as to warrant <br />centralization of the direction and. control of the response. The County Emergency Operations <br />Center may be activated to direct and control emergency response operations throughout the <br />county. <br />3. Municipalities within the county may exercise independent direction and control of <br />their own emergency resources, outside resources assigned to the municipality by the Cabarrus <br />County Emergency Operations Center, and resources secured through existing mutual aid <br />agreements with other municipalities. Requests for state/federal government assistance will be <br />directed to the Cabarrus County Emergency Management Coordinator. <br />I. PURPOSE <br />This annex outlines the direction and control procedures for emergency operations and <br />identifies the personnel, facilities, and resources that will be utilized during emergency response <br />activities. <br />II. SITUATION AND ASSUMPTIONS <br />l . The senior emergency responder on the scene (i.e. law enforcement, fire; EMS) will <br />conduct direction and control during low-level emergencies. These personnel will employ the <br />Incident Command System (ICS), in addition to local ordinances, policies, and procedures to guide <br />the control of the response. <br />4. Centralized county-wide direction and control is desirable when one or more of the <br />following situations occur: <br />i <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />a. There exists an imminent threat to the public safety/health. <br /> <br />b..An extensive multi-agency/multi jurisdiction response and coordination is necessary <br />to react or recover from the emergency situation. <br />c. Local resources are inadequate/depleted and significant mutual aid; state and/or <br />federal resources must be utilized to resolve the emergency situation. <br />d.
