Local governments implement emergency ordinances to control the situation. <br />5. The County Emergency Operations Center serves as the central direction and control <br />point for countywide emergency response activities. <br />6. The primacy County Emergency Operating Center {EOC) is located at the Sheriffs <br />Department at 30 CorbanAve., SE, Concord, NC 28025. ' <br />7. In the event the primary Emergency Operations Centex is inoperable, an alternate <br />Emergency Operations Center may be established at the Cabarrus Arena & Events Center or the <br />General Services Operations Center. <br />B. Assumptions <br />1. The designated Emergency Operations Center will be activated upon the threat or <br />occurrence of a major emergency situation and designated personnel will report to the Emergency <br />Operations Center within one hour of notification. <br />2. The County Emergency Operations Center facility and equipment is adequate for <br />coordinating countywide emergency operations. <br />3. Sufficient procedures have been developed to effectively direct and control emergency <br />response and recovery operations. <br />4. Emergency opexations and coordination at all levels of government will be carried out <br />according to existing plans and procedures. <br />TII. CONCEPT OF OPERATION <br />A. General <br />1. Emergency operations include ail activities that are directed toward reduction of the <br />immediate hazard, establishing control of the situation and restoration of normal conditions within <br />the county. <br />2. The responsibility for the direction and control of emergency situations is vested in the <br />County Board of Commissioners and is routinely exercised through the County Manager and the <br />Emergency Management Coordinator. The organization of county government for direction and <br />control during emergency operations is found in Appendix 1 to this annex. <br />3. The Emergency Operations Center will be organized and operated according to the <br />National Incident Management System (NIMS) and the standard operation procedures for the <br />facility. <br />' EOP/ANNEX A <br />2 <br />September 2008 <br />.
