r <br />Human Resources Department <br />MEMORANDUM <br />To: Board of County Commissioners <br />John Day, County Manager <br />From: Don Cummings, HR Director <br />Date: December 1, 2008 <br />Subject: Classification and Compensation Review <br />As part of the Personnel Management Policy, the biannual compensation review has <br />been completed. This review is conducted to maintain competitive salaries with the <br />regional marketplace and similar government entities for the retention and recruitment of <br />quality employees. <br /> <br />i~ <br />The County contracted with Springsted, Inc. to complete this year's compensation study. ~ <br />Springsted recommends reclassification of 33 of the County's 227 classes to a higher <br />grade. This impacted 41 full time, 60 part time, and 31 temporary positions. <br />Q <br />The cost of implementing the recommended changes is approximately $53,000 and is <br />funded in the FY 2009 Budget. If approved, the recommended changes represent a <br />0.14% increase in the current County salary expense. <br />Additionally, the current policy limiting an employee's annual salary increase to a <br />maximum of 10% (unless to the entry level of a new grade) creates an inconsistency in <br />applying the recommended charges between employees. Longer term employees with <br />the same qualification requirements and doing the same job as newer employees may <br />not receive the same minimum (5%) reclassification increase. If the recommendations <br />are approved, I recommend the 10% policy be waived for implementation. <br />Recommend the Board of County Commissioners adopt: <br />1. The recommendations of the Compensation Review by Springsted with <br />implementation effective the first full pay period in January, 2009. <br />2. Waive the 10% maximum annual salary increase policy for implementation of <br />the study. <br />3.
