<br />Amendment and Permit to Construct and provide responses to S44'S in support of permit approval. <br />CDM will also perform airspace analysis of the existing C&D Landfill expansion based on an <br />updated topographic survey to determine the total airspace used, remaining airspace, and projected <br />life expectancy given the current rate of waste disposal. <br />Please note that this Amendment does not cover preparation of construction plans and <br />specifications or bidding services. Construction plans and specifications, engineering and <br />construction management services, record drawings, and final construction certification will be <br />covered under a separate Amendment once the Permit to Construct has been issued by the Solid <br />Waste Section. CDI~1 reserves the right to be compensated for any out of scope services not included <br />in this Amendment, should any additional tasks be required for permitting of the next expansion <br />area. <br />1. The Basic Services of ENGINEER as described in Section 1 of said Agreement are amended <br />and supplemented as follows: <br />TASK 1- DENR MEETING <br />CD)VI believes that under the current regulatory conditions the proposed piggyback expansion <br />of an existing C&D landfill would fall under the requirements of Solid Waste Management <br />Rules 15A NCAC 13B .0535(c): Substantial amendment to the permit and .0535(a)(1): Permit to <br />Construct. <br />The County and CDM will meet with the Division of Waste Management, Solid Waste Section <br />(SWS) staff to discuss our interpretation and approach to permitting the proposed C&D landfill <br />expansion. CDI~i will confirm that SWS will accept both the substantial amendment and Permit <br />To Construct application as one submittal. CDM will prepare a memorandum that summarizes <br />the meeting discussion and DENR's position regarding permitting requvrements for C&D <br />landfill expansions. <br />TASK 2 -AIRSPACE ANALYSIS <br />CD)/1 proposes to conduct two airspace analyses in December 2008 and June 2009 to monitor <br />waste disposal in the permitted C&D Landfill disposal area. The June 09 analysis will be used <br />to monitor remaining airspace, and also serve as daka for the County to complete the annual <br />solid waste report that is due by August 1st. The purpose of the monitoring is to track <br />remaining airspace, equivalent tonnage capacity, waste density, and life expectancy of the <br />facility based on tonnages accepted and topographic surveys. The scope and cost is based on <br />the assumption that the County will provide CDM with updated topographic surveys of the <br />necessary landfill areas and scale house records representing the tonnages of C&D waste <br />disposed of up through the date of the survey. <br />CDM will calculate the volume between the current waste surface and the landfill base grades to <br />determine the total airspace volume used versus the airspace remaining. In order for CDM to <br />provide the County with an accurate airspace analysis, CDhf requests that the County provide <br />CDM with any anticipated increases or decreases in waste disposal rates. Using the remaining <br />airspace volume and scale house tonnage records, CDM will determine the County's airspace <br />utilization.
