I have attached a copy of the Executive Order and the Division of Health and Human Services policy developed to meet these requirements. The requirements include: • Provision of interpreter services to anyone who comes to the agency requesting assistance and is not proficient in English. • Provision of written materials in the clients' language when the a substantial number of the population served (5% or 1,000 persons) speak this language. Gurrentty, Spanish is the only language our agency is required to provide written translation of documents. • If the language the clients speaks does not meet the threshold requiring documents to be translated, we must advise the client that they may ask for an interpreter to assist in reading the document. • Under no circumstances can the client be charged for interpreter services or asked to provide their own interpreters. Last night the Board asked for comments from department directors regarding how such a policy would impact the operations of their departments. Please read item number 4 carefully - it states that all programs, publications, documents, etc., will be in English only. The way I read it, no language other than English will be spoken or written while conducting the county's business. Please be brief and concise in your assessments, and include a list of any publications or documents used by your departments that are in a language other than English. Please also indicate if you ever use the services of a translator (staff member or contractor). Forvvard this information to me by noon on Tuesday, January 16"'.
